On Jan. 29, 2010, Xi Jinping, member of Political Bureau Standing Committee of CPC Central Committee, member of the Secretariat of the CPC Central Committee, Vice-President, the group leader of the central in-depth study and practice of the scientific concept of development activities, carried out a research in Beijing on the in-depth study and practice of the scientific concept of development activities by new social organizations. He stressed that all Party committees (groups) at various departments in all localities should ensure the work of in-depth study and practice the scientific concept of development activities at the rectification and implementation stage to be carried out well, focus on strengthening long-term institution-building, make persistent efforts, and take the advantage into the new starting point to promote a new round of social organization party construction and further expanding coverage of the Party organization and its work.
Since China¡¯s reform and opening up, new social organizations in China mushroom, the number of new social organizations, including social groups, foundations and private non-enterprise units etc. registered in civil affairs departments has exceeded 400,000. They have played an important role in promoting economic development, providing public services, reflecting the public demand, maintaining social stability and promoting spiritual civilization. The study and practice in the new social organizations is an important component of the third stage study and practice of the scientific outlook of development. Periodic results have been achieved in the study and practice activities by the new organizations for the previous period.
On Jan.29, Xi Jinping arrived in DeHeng Law Offices, he inspected the homes of party members and lawyers in the workplace, held a friendly talk with the staff and the partners in charge. When he heard that this law firm's study and practice activities were very serious and effective, Xi Jinping was quite pleased. He stressed that lawyers have played an important role in actively participating in all areas of economic and social life, providing legal services, resolving social conflicts, safeguarding social fairness and justice and promoting social harmony and stability since China¡¯s reform and opening up. The industry of lawyers should take the study and practice as an opportunity to further regulate the relationship between lawyers and judicial officers, guide all lawyers to correct their practice concept, promote further improvement of professional morals among lawyers, so as to make new contributions for building a socialist country ruled by law.
In Beijing Taxi Association, Xi Jinping listened to the introduction of the study and practice of the scientific concept of development. He paid high attention to and asked in detail the work and life of the taxi drivers. He spoke highly of their contributions both in their daily work and at the important events such as the Beijing Olympic Games and the Celebration of the 60th Anniversary of China. He sent his hearty greetings to the taxi drivers through the association. Then Xi Jinping chaired the seminar on the study and practice of the scientific concept of development by some new social organizations in the association. Liu Qi, member of Political Bureau of the CPC Central Committee, Mayor of Beijing, introduced the study and practice of the scientific concept of development activities by the new social organizations in Beijing, while Wu Aiying, Minister of Justice, and Xie Xuren, Minister of Finance, introduced the study and practice activities of the scientific concept of development in law firms and accounting firms respectively.
Xi Jinping pointed out that the study and practice of the Scientific Outlook on Development in new social organizations was at the rectification and implementation stage, and he called on various social organizations to take practical rectification and implementation measures. Trade leading groups should strengthen their guidance, supervise and urge the social organizations to conscientiously carry out the rectification and implementation work and the satisfaction evaluation. Successful experiences of the study and practice activities should be carefully summed up, efforts be made on the establishment of long-term mechanism, so as to constantly consolidate and enlarge the results of study and practice activities.
Xi Jinping stressed that it was the important goal of the third stage of the study and practice activities to enhance the party building. Organizations at all levels in various localities should take this rare opportunity to overcome difficulties, promote the social organization¡¯s party construction with new development and result. He called on the social organizations to consolidate the establishment of Party organizations in social organizations, seriously implement the responsibility system of Party construction in new social organizations, further perfect the management system, actively explore the effective ways for the Party organizations in the new social organizations to play their roles, conscientiously strengthen the team construction of the Party, and constantly upgrade the scientific level of Party construction in the new social organizations.
